Master / Mate of Towing Vessels

    You are required to hold a license as Master or Mate of Towing Vessel to
    operate any commercial towing vessel over 26 feet. Towing vessels of less
    than 200 tons are considered uninspected towing vessel, while towing
    vessels over 200 tons are considered inspected towing vessels.

    A license endorsed as Master of Towing allows you to operate any
    uninspected towing vessel. If you hold an inspected vessel license that is
    endorsed as Master of Towing you may also operate any inspected towing
    vessel within the scope of your license.

    A license endorsed as Mate of Towing allows you to be in charge of a
    navigational watch on any uninspected towing vessel. If you hold an
    inspected vessel license that is endorsed as Mate of Towing you may also
    be in charge of a navigational watch on any inspected towing vessel within
    the scope of your license.

Master of Towing

    To qualify as Master of Towing you must have four years of sea service
    experience, including 18 months sea service experience sailing as Mate of
    Towing Vessels.

    If you hold an inspected vessel license as Master greater than 200 tons
    and have completed 30 days of observation on a route and a TOAR
    (Towing Officers Assessment Record) for that route you may operate any
    towing vessel within the authority of your license without further
    endorsement.

Mate of Towing

    To qualify as Mate of Towing you must either:

  1. Have a total of 30 months of sea service experience, including 12
    months on towing vessels while holding a license as Apprentice Mate
    (steersman) and have:
  1. Completed 30 days of observation on a route and a TOAR for
    that route AND
  2. Completed a Radar Observer course if not previously
    completed.
  1. Have a total of three years sea service experience operating vessels
    under the authority of a license as Master 200 tons or less and have:
  1. Completed 30 days of observation on a route and a TOAR for
    that route AND
  2. Completed a Radar Observer course if not previously
    completed.

    If you hold an inspected vessel license as Mate greater than 200 tons and
    have completed 30 days of observation on a route and a TOAR (Towing
    Officers Assessment Record) for that route you may operate any towing
    vessel within the authority of your license without further endorsement.

    Advancement from Mate of Towing to Master of Towing is based on sea
    service experience alone, no exams are required.

Apprentice Mate (steersman)

    The Apprentice Mate (steersman) license does not issue the authority to
    be in charge of a navigational watch, it only issues the authority to
    participate in the navigational watch on towing vessels under the direct
    supervision of the master or mate in charge of the watch.

    To qualify for Apprentice Mate (steersman) you must have 18 months of
    total sea service experience, including 12 months experience on towing
    vessels.

Towing Officers Assessment Record (TOAR)

    The operator of a towing vessel must have completed TOAR for each
    route they are authorized to sail on.

    Completion of a TOAR requires 30 days of observation and training on
    that route under the guidance of a Designed Examiner (DE).

Columbia Pacific Maritime courses

Master 100 ton
    Any applicant who has successfully completed your 80-hour Master 100
    Tons course and presents your Certificate of Training at a Regional Exam
    Center WITHIN ONE YEAR of the completion of training, will satisfy the
    examination requirements of 46 CFR 10.205(i) for original issuance, 46
    CFR 10. 209(c)(iii) for renewal, and 46 CFR 10.209(f) for reissuance of a
    license as Master of Steam or Motor Vessels of Not More Than 100 Gross
    Tons (except oceans).

Upgrade Master 100 to Master 200
    Any applicant who has successfully completed your 32-hour Upgrade
    Master 100 Tons to Master 200 Tons course and who presents your
    Certificate of Training at a Regional Exam Center WITHIN ONE YEAR of
    the completion of training, will satisfy the exam requirements of 46 CFR
    10.207 for upgrade of a license from Master 100 Tons Near Coastal to
    Master 200 Tons Near Coastal.

Apprentice Mate (Steersman) Upgrade
    Any applicant successfully completing your 16-hour Apprentice Mate
    (Steersman) Upgrade course and presenting your Certificate of Training
    within one year of the completion of training, will satisfy the examination
    requirements of 46 CFR 10.205(i) for original issuance of a license as
    Apprentice Mate (Steersman) of Towing Vessels (Near Coastal or Inland);
    provided that they either hold a license as Master Not More Than 200
    Gtoss Tons or have satisfied the examination requirements for a license
    as Master Not More Than 200 Gross Tons within the previous 12 months.

Radar Observer (Unlimited)
    Any applicant who has successfully completed you 5-day Radar Observer
    (Unlimited) course will satisfy the requirements of 46 CFR 10.480 for an
    endorsement as Radar Observer (Unlimited).
